Albanian
Albania has a formal authorization framework for chance-based promotional games. Promotions using random winner selection to advertise qualifying products or services should be classified and prepared under the applicable promotional-game regime before launch.
Regulatory Authorization
Chance-based promotional games falling within the Albanian regulated framework require prior special authorization before launch.
Authority Timeline
The regulatory framework provides a 20-working-day authority decision period. GMD recommends beginning campaign preparation materially earlier.
Authorization Fee
The standard regulated promotional-game authorization route includes a prepaid authorization fee of ALL 200,000.
Purchase to Enter
Participation can be linked to qualifying products or services at their normal sale price. The participation structure and communication cost must be clearly disclosed.
Free Random Entry
A no-purchase or free-entry promotion is not automatically outside the framework. If winner selection is random, authorization may still be required.
Winner Tax
Individual income from regulated games of chance is subject to 15% withholding on the applicable gross prize value. No general tax-free threshold has been identified.
LOCAL OPERATING CONTEXT
Albania is an active Southeast European market for FMCG, retail, banking, telecom, loyalty and digital consumer activations.
Campaigns can combine normal-price purchase with fiscal receipts, product codes, SMS, web, mobile applications, loyalty activity, financial transactions and social participation.
The key classification question is whether the winner is determined by chance. A random promotional mechanic can fall within the regulated route even where participation is free.
Rules, prize structure, participation costs, draw calendar, authority coordination, winner verification, tax handling and record retention should be defined before launch.
GMD coordinates these regulatory, technical and operational components through one campaign-management workflow.
Albanian campaigns can combine physical purchases, digital participation and automated eligibility with controlled winner-selection workflows.
Participants can upload or register fiscal receipt information through campaign websites or applications, with duplicate checks and winner-stage proof validation.
On-pack and product codes can be validated through web, mobile or messaging channels and converted into eligible campaign entries.
SMS and telephone participation are specifically recognized within the Albanian promotional-game framework. Paid participation can be possible within statutory tariff limits and requires the applicable operator, pricing and prize-value controls.
Responsive campaign pages and applications can manage registration, consent, fiscal receipts, product codes, eligibility and participant verification.
Qualifying banking, service or loyalty activity can generate automatic campaign entries, including multiple tickets where the approved mechanic links entry weight to qualifying activity or spend.
Software-based or physical random winner selection can be used within the regulated promotional-game route with a locked participant population, draw controls, reserves and auditable records.
Free web or social-media participation can be used, but a free random draw may still fall within the Albanian authorization regime. “Free entry” should not be treated as an automatic regulatory exemption.
Genuine non-random campaigns based on published judging, knowledge, skill or creative criteria may follow a different classification from regulated random promotional games. The exact campaign structure should be reviewed before launch.
Unlike several neighboring markets, Albania allows regulated paid SMS and telephone participation within statutory limits. The current framework caps SMS participation at ALL 100 including VAT and telephone participation at ALL 200 per call excluding VAT. Campaign-specific prize-value and operator requirements also apply.
GMD can manage the complete operational journey from campaign classification and participation to supervised winner selection, tax handling and prize fulfilment.
