GMD provides end-to-end support for promotional prize games, loyalty activations and consumer campaigns in Montenegro.
Montenegro has a formal regulatory framework for promotional prize games used to advertise an organizer's goods or services. Standard chance-based promotional prize games require prior approval and should be prepared before the intended campaign launch.
Promotional prize games require prior approval from the Montenegro Games of Chance Administration before they can be organized.
Under the currently applicable implementing rule, the approval request must be submitted at least 20 days before the planned campaign start. GMD recommends beginning preparation earlier.
Normal-price purchase or use of qualifying goods or services can be used as a participation condition. A separate special participation payment is not part of the standard promotional prize-game route.
The prize fund must consist exclusively of goods and services and may not exceed EUR 100,000 in total market value per promotional prize game.
The organizer pays 5% of the determined prize-fund value to the Montenegro budget, with payment documentation forming part of the regulatory workflow.
The approved rules must be published in at least one daily printed medium. The current implementing rule also requires a draw commission of at least three members.
LOCAL OPERATING CONTEXT
Montenegro is an active promotional market for FMCG, retail, banking, fuel, payment-card and regional consumer campaigns.
Purchase-linked promotions can combine physical purchases with SMS, web, fiscal receipts, product codes, loyalty programs, card transactions and other digital participation journeys.
For regulated chance-based prize games, the campaign rules, prize fund, regulatory approval, participant database, draw process and winner-claim workflow should be defined before launch.
Montenegro also applies specific operational controls around rule publication, draw records, commission procedures and unresolved prizes, so campaign operations should be designed together with the legal workflow.
GMD coordinates these regulatory, technical and operational components through one campaign-management process.
Montenegro supports a broad range of purchase-linked and digital participation mechanics within the regulated promotional prize-game framework.
Participants can submit fiscal receipt identifiers or receipt information through SMS, web or campaign applications, with duplicate controls and original-receipt validation at the winner stage.
SMS participation is widely used. The technical setup should record the participant message and register the entry in the authoritative draw database.
Responsive campaign pages and QR journeys can support registration, consent, receipt entry, product codes and participant verification.
Unique codes from product packaging or retail systems can be validated and converted into campaign entries.
Loyalty applications, payment-card transactions and other qualifying customer activity can generate campaign entries automatically.
Eligible entries can participate in controlled software or physical prize draws using predefined participant pools, reserves, commission oversight and draw records.
Campaigns can use qualifying purchase values, selected products or transaction criteria to determine eligibility where the conditions are clearly defined in the approved rules.
Skill, judged or guaranteed-reward mechanics may fall outside or alongside the standard random prize-game workflow depending on their structure and should be classified before launch.
GMD can manage the complete operational journey from purchase and participation to regulatory draw documentation and prize fulfilment.
