GMD supports regulated promotional prize games, social-media giveaways, loyalty activations and consumer campaigns in North Macedonia.
North Macedonia introduced a substantially updated promotional-prize-game framework in 2026. Chance-based promotional prize games and qualifying social-media giveaways are regulated and require Ministry of Finance approval before launch.
Chance-based promotional prize games require a permit and approved rules from the Ministry of Finance.
A prize-game application must be submitted at least 30 days before the planned start. The statutory Ministry decision period is up to 30 days for a complete application.
Social-media giveaway mechanics based on actions such as like, tag or post are now a separate regulated category and require Ministry of Finance approval. The statutory decision period can be up to 60 days; time spent remedying incomplete documentation is excluded from the decision period.
Persons under 18 may not participate in regulated games of chance. Campaign eligibility and winner-verification workflows should enforce the age requirement.
The organizer pays a special duty equal to 18% of the prize fund within three days from receipt of the permit and before the campaign starts.
For general game-of-chance winnings, a prize not exceeding MKD 5,000 is exempt. Above MKD 5,000, the applicable 15% income tax is calculated on the full prize value.
LOCAL OPERATING CONTEXT
North Macedonia is an active Western Balkans market for FMCG, retail, banking, beverage, loyalty and regional consumer activations.
Purchase-linked campaigns can combine fiscal receipts, product codes, SMS, web, Viber, mobile applications, loyalty transactions and payment-card activity.
The 2026 regulatory framework makes early campaign classification particularly important. A purchase-linked chance promotion, a social-media giveaway, a genuine skill competition and a paid telecommunications mechanic may follow different legal routes.
The approved rules should define the participation conditions, prizes, winner-selection method, control procedure, publication of results, complaints and prize-claim process before launch. Campaign duration may not exceed one year.
GMD coordinates campaign classification, technology, validation, communications, winner selection and fulfilment through one operational workflow.
The market supports a broad range of promotional mechanics, but the correct regulatory route should be defined before launch.
Participants can register fiscal-receipt information through web, SMS or campaign applications, with duplicate controls and winner-stage proof validation.
Codes from packaging or products can be submitted through SMS, web or mobile applications and validated before becoming eligible campaign entries.
SMS and messaging channels can support code, receipt and registration journeys subject to the approved campaign structure and applicable communication requirements.
Responsive campaign pages and applications can manage registration, consent, codes, fiscal receipts, questions and participant verification.
Random winner selection can be used under approved rules with a defined eligible population, selection method, reserves, controls and auditable records.
Winning-moment and Instant Win mechanics can be implemented within the appropriate regulated framework when the allocation logic, prize inventory and audit trail are defined in the approved rules.
Like, tag, post and similar social-media giveaway mechanics are expressly regulated under the 2026 framework and should not be treated as automatically permit-free campaigns.
A no-stake quiz based on questions, knowledge or skill has a statutory exclusion from the games-of-chance regime. Broader creative, jury, public-vote or hybrid mechanics should be classified before launch.
GMD can manage the complete operational journey under the approved campaign structure.
